Incrementality, yes, but

Semantic Web wants to:

• Be easy for people
• Be precise for machines
• Reward its human users
• Be expressive
• Be accessible world-wide, e.g. panlingually

So, where to begin and what to defer?

Hunch: High expressiveness can wait, but high usability cannot. First give the world an efficient technology for constrained but global human and machine communication. Then let demand guide the further development of expressiveness.
